class is steadily being transformed into a servant class
of economic

structure

learned that the mass of the electorate is unable to think critically,
even about
the events that are consuming them, e.g., outsourcing of their very
livelihoods;
importation
of cheap professional workers in electronics, engineering and science;

pillorying of our health care by corporate greed; the
privatizing of our electoral processes
to place it largely
under corporate control; the
minimization and corruption of our educational system;
the
manipulation of stocks and the money markets by powerful interests to
the disadvantage of the small investor;
and above all, their complete and
total commitment to BEARING FALSE WITNESS through the most
stunning
arrays of bold
faced lies, election fraud via electronic voting devices and polling
place fraud and manipulation.
YET THE
LARGER PUBLIC SLEEPS, AND THE MAGNIFICENT RISKS THAT ARE BEING TAKEN
by the tiny
community of courageous whistle blowers, as of now, appears to
be for naught.

OF CORPORATE NEGLECT AND EXPLOITATION PERMITTED

The foundation information from Phase I of the Mystical Paradigm (MP) contains the supporting Principles and concepts that have formed the applications below. Without having encountered this essential preparation, the concepts and possibilities which follow may seem radical, off the wall, impossible of implementation, and perhaps even outrageous. Those who accept that mistaken judgment will cheat themselves of the possibilities and opportunities of attempting to understand and advance these innovative ideas.
As stated in the introduction to the MP, and hopefully proved to the reader's satisfaction, the entire of humanity stands on the threshold of extinction, a death that will not come as swiftly as the Tsunami that devastated south east Asia on December 26, 2004. The excesses of the predatory capitalism that are creating this threat are not even recognized for what they are, let alone understood by the entirety of those in a positions to effect positive and healing change. Whys is this the case? Because:

Your
capacity to understand the
Spiritual Principles that validate and sustain these applications
depend
on your first knowing how these Principles and concepts relate to the
nature
of C/consciousness. This is because, as derived from
Einstein's proposition,
what
is not first held in C/consciousness cannot be processed by your
intellect,
no matter how intelligent or educated you are.
However, if you will persist in reading what follows without the prerequisite preparation to understand the metaphysical and scientific justification for these alternatives, and of course, most of you will, in that event, please maintain a healthy respect for what you don't know you don't know.
(1) the nature and dynamics of C/consciousness, especially Spiritual Consciousness,
(2-4) three intellectual (ego) overlays on Spiritual Consciousness (agendas, communication and HIP,)
(5) the nature, rise, and dynamics of the power mongers and greed mongers, then
(6) the nature of Karma and Reincarnation as the source of perfect and perfectly patient Cosmic Justice is introduced, and finally,(7) the ways and power of Love are described as the only viable antidote to the scope and complexity of problems noted in the Introductory Dialogue. However, this antidote of Love made visible cannot be achieved without a prior understanding of the systems, Spiritual, and C/consciousness Principles that undergird the MP. So if you are an adventurer, a risk taker, or simply impatient, go ahead and try your intellect now. Try to on grasp the utility, significance and beauty of the following application areas.

GENERAL
PRINCIPLES THAT AFFECT
APPLICATIONS OF THE MP
The
Mystical Paradigm (MP) is intended
to be more than theory.
I
do not suggest you form
a political action group or attempt to influence a political platform
at
this time. If you have understood the prior elements of the MP, you
will
know why. I do suggest that you begin and attempt
to influence
those who are innately interested in these ideas by first introducing
them
to the concepts of the MP.
Remember, without prior validation in Spiritual Consciousness, no intellectual proposal traditionally derived from only intellectual consciousness can be adequately supported or made to work reliably. Any surviving proposal arising from a competition of ideas, must not "beat out" any competing proposal, but must accommodate the Wisdom elements of all competing proposals. This is not the traditional norm which is based purely on competition and the current "survival of the fittest" and "win-lose" value system.

Gathering:
The first
phase in a Spiritual approach to social reform is a period
for gathering.
First one gathers one's self through placing detected problems on the
alter
of your intellect. Then you surrender them to extensive
peaceful
meditation in the context of the MP's Principles. These are applied to
redefine the nature of the challenges or opportunities at hand to
empower
you to relate to them in Spiritual
terms.
Then
follows a gathering by finding
like minds, and deepening of one's collective understanding of the
Principles
of the MP in the context of the diverse social challenges presented in
the Introductory Dialogue. Then the group can choose an
implementation
focus after identifying and exploring many possibilities, and then
involving
other like groups to eventually create a national network of activists
in advancing this cause. While any given group may focus on a
specific
application of interest to them, all groups must advance their
implementation
the context of a Holistic,
Spiritually grounded, system of
systems.
Like minds, in terms of their readiness for the MP, must first be
nourished
by extensive internal review of the MP in relation to potential target
application areas. Only in this way can the dangers of "group
think" be
avoided and replaced to be guided
instead by "Group
Wisdom."
The immediate practical problems of recovering our electoral processes
from the death grip of corporate interests is offered in some detail in
a position paper on why the liberals lost the 2004 and what can be done
about it.

Success in this process will involve extensive nonjudgmental identification of many scenarios similar to brainstorming or a nominal group process [see mediation application, problem solving section]. For example, an architect and developer focus group might choose to explore building facilities [ref sample drawings below] for the tribal family as discussed under that heading. Persons concerned with social justice might gather with other like minds to explore the multi tiered system of incarceration described below. All such focus groups, to be successful, must first be fully informed and practiced in the Spiritual and Consciousness Principles of the MP. For example, the uninformed reader cannot understand how the system of incarceration interfaces and integrates with the Tribal Family concept. In any case, however, there must not be a rush to judgment in any design or implementation strategy for any application area. The concepts described below are only intended as "starter yeast" to initiate a multilog among interested and informed parties. Think in terms of years for concept building and logistical preparation alone. If you have understood the Mystical Paradigm at all, you will be highly sensitive to the crucial need to detect and resolve the certain presence of destructive ego agendas beginning with one's self and immediate associates. These factors will surely manifest almost immediately and at many points along the path.
Most important, you and those with whom you gather must be sufficiently disciplined and motivated to pursue these goals in the context of the enormous array of current problems summarized in the three part Introductory Dialogue. You are serving in the role of "Builder" as described in the Epilogue's concluding allegory. [The Infernal Catechism of the Secret Society of Power Brokers and Power Mongers.]
All focus in this strategy is to first develop one's own, and then others', Spiritual Consciousness by means of gathering focus groups around the alternatives below and then to examine them using the Principles of the MP. These initial concepts become starter yeast designed to verify the Spiritual validity and potential of every proposal and plan. The first test of your capacity to use the MP is to detect and manage all ego intrusions and power and control agendas that will immediately infect the process, first your own, and then those of others. An initial benefit will be the results of holding the ego agendas of each participant under the spotlight of Spiritual Consciousness to recognize the level and natures of consciousness that is operating for yourself and each participant. Any initial effort to reach closure on a particular approach or application, beyond a meditative as well as intellectual examination of each alternative possibility, is neither wise nor timely. The second test of you capacity to use the MP, after mastering ego detection and personal power management, its the capacity to resist a rush to closure, usually a disguised ego agenda put forward by those who have become vested in a particular "solution."

How
to Begin:
Continue
the Dialogues--By Means
of Topically Appropriate Blogs, Find or Form a Study Group:
What
is not first held in C/consciousness
can not be recognized, accepted, or processed intellectually.
Therefore, any immediate effort to establish a public initiative based
on the Mystical Paradigm (MP) will not find wide
spread support.
It will not be understood, will be hotly opposed, and will not have
sufficient
initial political weight to even hope for progress. Do not
rush to
put forward one of the application areas below to create programs or a
political agenda based on these Principles. First, invest
a number
of years to promote widespread debate on the
comprehension and relevance
of the central concepts of the Mystical Paradigm and related
offerings
of a Spiritual nature from the bibliography: e.g., The
Secret Doctrine,
Fillmore's
writings, Power vs Force; The Hidden
Determinants of Human Behavior;
A
Course in Miracles; The Celestine Prophecy, etc.,
and from an
understanding of how to apply the science of General Systems Theory
principles.

The Nature
of C/consciousness.]
The more open and Spiritually healthy churches can offer other useful locations to begin this dialogue. However, as you learned from the prior sections of OT/MP, churches that dominate by a sectarian centered controlling leadership are likely to experience ego threat. [re definitions and comparison among Spiritually healthy versus pathological religion.] Then either by subterfuge or directly, those ego interests will rise up and oppose this rude intrusion of the MP's Spiritual Principles into their sectarian agendas. These can be expected to be typically devoted to protecting and promoting their orthodox beliefs, values, way of life, and their agenda to advance (force) their sectarian and secular power on out-groups. Therefore, either form your own group, or look for those institutions who will help nourish these ideas because they are compatible with their core paradigm (model) of Spirituality through which they serve their membership.
Do not forget The Paradox of Communication. [Dialogue 3] What you may call "populist" or "progressive," language, when filtered through the unprepared consciousness of another person, can be experienced by them as a threat, or a potential personal and social disaster. Remember the demonstration provided in OT/MP (Dialogue 3: communication) that "words have no meaning," [source] i .e., what does not relate to what already defines and limits the C/consciousness of the receiver cannot be processed. Therefore, in all planning for any social change, one principle must be inviolate and made visible to all--and that is:
Do no harm: For example, if any potential strategy can cause a disruption or ruination of a type of career, an alternative must be found for that class of career as part of the overall strategy based on the needs of those affected. For example, the Mystical Paradigm would replace every lawyer who makes a living exploiting and harming others through the damnation of adversarial litigation. I have stated in detail in OT/MP why their way of life is a singular and profound evil, a cruel and disgusting blight on American society, one that is forever inhibiting the emergence of the innate trust required for a peaceful and Loving social order.But in spite of the evil evident in their current values and practices, to throw them out of a viable livelihood is also an evil (evil + evil does not yield a good.) Alternative achievable reeducation and livelihoods for them must be found that build upon the positive skills they have developed, e.g., in this case, retraining from strong arm, brute force, confrontive, win-lose adversarial negotiation to the Loving skills of compassionate accommodation and win-win mediation. The integrity of the Principles behind the Mystical Paradigm simply will not tolerate otherwise.
With this one conditional exception, there is no acceptable justification of doing harm to any person, group, or other human system as a means to any end, no matter how otherwise desirable such an end may be. No Spiritual goal can validate the perpetration of any kind of harm on any other person. Whoever wants to argue to the contrary has not successfully brought the full insight and implications of the Mystical Paradigm into their C/consciousness.NOTE: there is one crucial exception to this Principle of "Do no harm" as described in Part 2 of the three part Introductory Dialogue. This section is entitled, Killing is essential for life. [source] Even then, per the example from militant Islam, every effort must first have been made to negotiate, educate, intimidate, isolate and control any threat by this or any group or culture that promises and demonstrates its intent to destroy any society, ethnic group, faith group, or way of life. Only after all of the stated conditions for an alternative resolution of the threat have been clearly exhausted, then and only then must the threat be swiftly, ruthlessly, utterly, and permanently destroyed. This removal must include not only its activists, but every element of its passive but supporting infrastructure that chose to defy or ignore the alternative conditional overtures.
Manage HIP (Human Information Processing) Competence: Recall that this is the third destructive intellectual overlay on Spiritual Consciousness. [Dialogue 4] The MP requires that all concrete HIP systems be first shown their condition as in a mirror, and then brought closer to the abstract end of the HIP continuum for them to even hope to understand the positive relevance of the MP to their agendas.
The core principle behind any movement for social change, if it is to relate to the Mystical Paradigm, is to respect and arrange for alternative means to supply the basic needs of all affected persons who feel potentially threatened or harmed, and to protect them during the stress of necessary social change. We are a long way from achieving that level of widespread social consciousness under present methods.

The Mystical
Paradigm by Using the First Four Steps of a 12 Steps AA Type Process:
The first steps involve accepting vulnerability and the negatives of one's status quo and neutralizing them. The steps are:
(1) Accept your limits and your helplessness to cope as an individual,Then expand this process to include the group. Focus on your family, community, then to institutions you serve. Only then begin to consider the larger society. Building group Trust and support is an essential component of the process. "Heal Thyself," [Luke 6:41-46] is required before you dare seek to heal others. A group can facilitate that happening for each of its members and promote stability in social change once change begins. Then, and only then, are they prepared to look out into the larger context of society and advance the applications proposed below.
(2) acknowledge you are subject to the Presence of a higher Power, recognize that that power is The Presence is within you, and that you are dependent on its guidance, i.e., the Higher Power without which you are vulnerable,
(3) Turn over your life to this Presence and its Power using the meditative techniques we have spoken of [source], and
(4) Initiate the process of recovery and undertake a fearless and searching moral inventory of all your weaknesses and failings. Forgive them and release them. Then inventory you moral strengths and begin to build on those.
Another excellent way to become Spiritually Conscious is to begin to develop a profound and valid humility. This is achieved by giving constant thanks for the many blessing that already affect your life as I have noted them during our progress through the MP. This is especially important when the nurturing presence in our lives is invisible, or for which we take for granted and ignore. Here is another reason for forming a group, to hear the thanks offered by others reminds us of what we take for granted. Such focus is humility inducing. Confucius has said, as a foundation of his philosophy, that in humility there is strength. [Lin Yutang, 1942]
Summary: First work to heal yourself. Then join or form a group who is capable of nurturing the ideas of the MP. Develop and deepen your understanding of the MP, and yourself, through the group. Then turn the group toward identifying an application area, and explore its Spiritual possibilities and requirements. Then find comparable groups by means of nationwide networking. Only then attempt to apply the MP to raise Spiritual Consciousness across all elements of the larger society.
OT/MP has attempted to present a complex Mystical Paradigm as a tool for understanding the Spiritual origins of our strengths and how our ego managed human weaknesses identified as primarily our intellect, have and will constantly betray those strengths. The promise of bringing out the best in ourselves and in others can be betrayed whenever we succumb to an absent or anemic Spiritual Consciousness.
This lapse is like the metaphor of the incompetent or careless pilot who perishes (along with the innocent and trusting passengers) when he/she violates the LAW. [Re Metaphor of the Pilot and the Gyroscope] It make no difference that decent, Spiritual and loving victims in the plane and on the ground perish with equal pain and fear along with those who are the most evil, depraved and vile. APPLICATION
OF THE MP TO SELF: FIRST
PRECONDITION
FOR HEALING SOCIAL CHANGE
One can ask, How do I apply the
MP? Alas, the Truth
is that there is no single way. First of all, no one can heal another,
no one can save another, each of us must heal and save ourselves. [supporting
scripture]
That
alone is tough to accept. But in this process, others can be enlisted
or
used as information resources. We help ourselves by helping
each
other. First, the conditions have to be made acceptable (at least safe
if not beneficial) for those who must change their thinking and
behavior
in order to implement the MP. All change implies risk. [Machiavelli,
1970] Any actor in any
implementation scenario must have
a C/consciousness whose nature and development permits any perceived
risks
to be taken. Those conditions must be arranged by the greater
society.
That's the challenge. The chicken and egg evolve
together.
Nothing will move without that preparation.
These ideas should serve as material for a "preparation dialogue." You may intellectually know the Mystical Paradigm very well. But neither I, nor could anyone else, know what the strategy and tactics ought be for an optimum implementation project to heal any of those problem areas presented in the Introductory Dialogue. No one will have a shortage of ideas. But ideas plus egos yield a fatal formula for inhibiting the creation and implementation of any workable and stable solution, even for the simpler issues. All affected parties must first participate in a massive national Dialogue of an extended nature, one that is first limited to and focuses on the Spiritual nature of C/consciousness and then the Holistic implications of what is at stake.
In that regard, all must contribute because all of us is smarter than any one or a few of us. The traditional "group think" of self-serving vested and closed coalitions must be replaced by the "group Wisdom" of Spiritually grounded open coalitions. Wisdom can only be a by product of wide spread and stable Spiritually guided consensus practices. By facilitating such a local and then national debate using the implications of the Mystical Paradigm, and other emergent paradigms as an intellectual platform, then Spiritual Truth can slowly become visible to a sufficient number of those who will become the primary "stake holders" in support of the new order. Then Spiritually directed practices and decisions can prevail to create the best outcome for all affected parties, ones that benefit all and harm none. Unless you adequately understand the Principles of the MP from the seven major dialogues, conventional paradigms and thinking that you unconsciously embrace will likely lead you to deny and reject the following idealistic (crazy) proposals.

HOLISTIC SYSTEM OF SYSTEMS.
This
is why success will first require
years of intellectual, emotional, and Spiritual preparation as noted
above.

APPLICATION
1:
AN
ALTERNATIVE ECONOMY AND NATIONAL
LIFE STYLE BASED ON PLATO'S REPUBLIC
If you will examine this
accompanying diagram you will
notice that there are three basic levels of economic nourishment. Money
is Power. [Re as developed in Dialogue 5 on the
nature of malignant
power and control] Therefore
this Spiritually grounded
economy must assure that as right of birth, certain
conditions of
subsistence are empowered for each person, i.e., they are provided
cradle
to the grave economic support. Call this first level,
Level
1, Subsistence. As a right of birth, from cradle to
grave, this
level guarantees basic food, clothing, shelter, health care, justice,
and
education. This is provided to all members of the society regardless of
the birth status, or subsequent working status of the individual or
his/her
parents. To acquire more, the person must study and work.
Children
must learn to serve, beginning with menial tasks of tribal
maintenance
in the tribal household [developed in its own section
below],
e.g., picking up litter on a regular schedule, and in simple clerical
functions
as they grow up. This gives them earned status in
the tribal household
and community (described below in its own section) into which they are
born. Each child has a piece of the "action," an element of
the responsibility,
and a share of both blame and rewards.
Level 2, the production and service level is a hierarchy of increasing power markers (moneys) to be earned by advancing from a level of Basic Achievement, through intermediate education and technical skills, through to master craftspersons and professional level skills as are associated with graduate education and master craftspersons status. For those who are not intellectually equipped to advance in any technical or professional status, they can be paid a premium for undertaking any disdainful task that cannot be served by children as they grow up, or by other willing adults, e.g., waste management, construction and factory labor, simple maintenance. This level of responsibility can involve working with no hazard waste disposal or essential tasks that are especially dirty, tedious and boring. From cradle to grave, members are constantly afforded the opportunity for continuing education and self-improvement to socially advance regardless of age. Entertainers, including professional sports, are afforded incomes at this level with only minimal premiums paid for earned (not managed) notoriety determined solely as measured against peer defined objective standards of skill and performance.
This class also serves as warriors and enforcers provided they qualify by specialized training, not only in the techniques of applied force, but especially in the mediation, negotiation and the Spiritually grounded values required for Wisdom and judgment in application of the law and rules. This function is essential to not only protect the society from external overt force, but from internal political deception and manipulation as is consuming our democracy today. [See the position paper , based on the MP, on how and why the religious right carried the 20004 election for the corporate controlled extremist right wing.] Such enforcers (e.g., the Ohio National Guard,) if properly trained in this model, would never have fired their guns and killed university students as happened on May 4, 1970, at Kent State University in Ohio. But then neither would their commanders, if prepared in this model, have ordered such an atrocity.
Level 3, the philosopher kings. This earned (not inherited) status is only represented at the academic, entrepreneurial and governance level. Means are afforded for the creative risk taker to compete for public funds to invest in new technical and social advancements and alternatives. They respond to both informed strategic planning and the incipient demands of consumer behavior in the marketplace. They can enter the disciplined planning for the future as a functionary of the governance. Entrance to governance is achieved by rigid academic preparation and an experience track that qualifies them to govern with Wisdom, not political ruthlessness.
The key qualification will be for a nominee to routinely demonstrate an advanced Spiritual Consciousness from childhood through her/his rise in the economic and political social structure [ref above Figure.] They cannot compete for this level. They must be nominated by their peers who function in this class. No such person can be elected to the governance by competing. They must be invited by a coalition of members at levels two and three after having passed the required qualifying examinations and personality tests. Any political manipulation or subterfuge to gain either a nomination, or an appointment to a particular assignment, which is the way of life in politics today, is permanently disqualifying and carries the risk of incarceration [see the Multi tiered system of criminal rehabilitation below]. There is no "connected" legacy for the children of the current governance to be given a fast track to power positions. .
Entrepreneurs are provided the "risk capital" for their venture, and are only paid one lifetime premium to compete for success in the marketplace of needs and ideas. Success is only defined by either the acknowledged utility of their contributions (when not a "profit" generating consumer item) or by performance in the marketplace if their contribution has consumer utility. Those nominated to run the governance of individual communities and to govern nationally are paid a lifetime premium income bonus after service to avoid the potential of their being bought by vested interests. In this model, the competing vested interests that drive, and which act to destroy today's economy, political processes, and social stability [ref Introductory Dialogue] are neutralized. Contrary to the belief of a majority of the public, the motivation to persist in the drive for corporate or political power is not money or wealth, but the ego gratification of raw power and the capacity to apply force in the control of other individuals and human systems. Punitive sanctions and imprisonment are possible for gross or persistent violations as provided for in the "criminal rehabilitation prison model" described below.

Consider what your reaction to this proposal alone would be without first having developed your Spiritual Consciousness acquired from understanding the preceding seven major dialogues of the MP and their various allegories, parables, notes and other reference material. Outrage, and ridicule is most likely for some. But for those who have expanded their Consciousness to meet the challenge of comprehending the MP, this proposal ought makes some level of sense even at this primitive stage of explanation. Nevertheless, this goal will be a daunting task, to get an entire nation to evolve the required level of C/consciousness. Notice that the foundation goal is not the outcomes, but achieving and implementing the process that produces those outcomes.
The intellectual and Spiritual groundwork (the "gathering" process) has to be in place and stable before such alternative ideas can be taken seriously, recognized as safe and beneficial, and only then slowly and smoothly be translated into actual social change. How vigorously the power mongers and establishment politicians will fight this very idea because the Principles of the MP change the rules on which their lust for power and control are served! But some initial change is already underway. For example, in the new profession of Conflict Resolution and Mediation, win-win is the affirmed goal and only definition of success. [application introduced below] There is also the emergence of metaphysically grounded movements that expand their members capacity to benefit from an enhanced Spiritual Consciousness, e.g., Gnostic (the original) Christianity, Unity School of Christianity, and the international Theosophical Movement. This emergent Consciousness is be the major resource required to challenge the intellectual and sectarian corruption that has ruined much religious belief and practice, and permitted and even empowered the secular corruption of predatory capitalism.

Instead of the constraints inherent in the nuclear family, children's evolving C/consciousness must be intimately exposed to a variety of persons to whom they can bond at all levels, emotionally, intellectually and Spiritually. This assertion is likely to make those parents who are in bondage to a fear driven power and control agenda sick with fear. Such parents need to control their children in order to validate themselves, a perverse pathology of parenting. While a child's biological parents will be the most likely and frequent source of such bonding, any two adults alone can not possibly provide for all the deepest needs of their own children in any advanced society. The MP reveals why this is true, all current mythology exalting the nuclear family notwithstanding. This claim will be experienced with outrage by those who have not invested in grasping the Spiritually grounded Principles of the MP. .
To understand and accept a tribal family concept requires fulfillment of the major expansion of human Consciousness now beginning to occur across the world. While there is a relationship of the tribal family concept to various types of communal and Kibbutz type life styles, there is are additional requirements for the inclusion of a Spiritually coherent organizational structure, the complexity of which exceeds the limits of this introductory space to further describe. In the Tribal family, children would advance from menial "helpers" in the simple maintenance of living quarters, to progressive labor of a more demanding nature until "funneled" as they mature into the menial, clerical, technical, administrative, professional or political leadership occupation for which they are most suited, for which they qualify themselves, and to which they naturally evolve. The entire tribe serves as a support and influence structure for every member, including the children.
All adults would be required to give personal service (doing menial and intellectual tasks for the tribe) to keep healthy the dynamics of the tribe. This includes sharing personal money for the support of the tribal elements needs that are not already accounted for as described in the economic model introduced above By nomination, based on performance and cooperative personality (not by competitive or manipulative campaigning,) adult members of the Tribe already qualified and elected in service to the governance of the Tribe would nominate members to serve in the future governance process of the Tribe and its Tribal facility, and then the greater community, regional and national governance.
GOAL: The Tribe creates an environment where children of two households can be raised in a stable, ethical, and Spiritually grounded loving community of adults and their children. In such a community separated married parents can pursue their life goals separate from each other, but in an intimate community that intentionally fosters conflict free and equal parental access to their children. The key to success lies in the proper management of a systemic social contract which yields higher net social/psychological benefits over its costs. The parents enter a social environment devoted to Spiritual health in which the housing facilities and material resources (suggested below) are secondary and incidental. Note that the descriptions below relate to the transition period from our dominant nuclear family or single parent culture to the proposed tribal culture.
Children occupy the primary (larger) residence in a Village comprised of about 600 such residences (300 "families"), separated parents alternate to share living quarters with their children, and rotate into their own (smaller) private quarters elsewhere in the village on a schedule agreed upon by both parents in advance.
Parents entering from the non-tribal segment of society agree to the financial conditions not already accounted for by the economic model, and are trained to participate in and support the village social dynamics in advance of acceptance. Acceptance of a new family (parents and children) is not final until preliminary training goals are successfully achieved by both parents.

During a transition period from today's economic model to the three tiered economic model, financial incentives for participating in a "cooperative" village provides for investment potential to both parents which are cashed out to them if they choose to leave the village after the youngest child reaches age 21, and these are in addition to regular savings and community benefits during their residence period.
Required are agreements to, train in, and participate in "community building" activities and social management, i.e., parents must understand, agree to, and actively support the evolving Tribal social structure by participating in these exercises and projects.
Specialized training for parents in interpersonal dynamics, child development and organizational behavior in order to assist them, to resolve conflict and support each other to equally contribute to raising their children.
Humanized, comprehensive, family oriented social support systems designed to promote harmonious living in a managed community are constantly accessible.
Larger community Tribal identity is achieved by means of planned outreach to the larger geographic community by means of child support related services (e.g., Children's Rights Council network groups with corporate and program space in the facility; Spiritually healthy churches whose metaphysics is compatible with or complimentary with the MP's tribal family implementation can use offices and meeting rooms in in the Tribal village in exchange for Spiritual, ethical, and related programmatic services to the community).
Orchestrated volunteerism to provide "expert" services to each resident, e.g., home computer, home and grounds maintenance, simple health care, conflict management, hobbies, cultural studies for adults and children, sports, etc. NOTE: "smash mouth" sports and competition would not exist in such a facility. In all sports, the only competition is against self and standards of excellence.
INCORPORATED PROFESSIONAL SERVICES WITHIN THE FACILITY:
Private residences, community living spaces, private and institutional dining options, recreational and health facilities, educational spaces, meeting rooms and public spaces for community outreach programs

The concept of Children's Village is designed to support an alternative process that evolves into the Tribal family introduced above. In its initial or prototype form, the concept will not attempt to deal with the more bitter, hostile and intractable parents of custody conflict, although once established as a viable alternative, even these disputes can be managed toward more emotionally healthy outcomes for all involved. As a distant objective for Children's Village, equally important for intractable conflicts, where one parent is proved the villain in using a child to wreck hatred on the other parent. Judges will come to understand the importance of assigning custody to the cooperative parent when they have access to a "Children's Village" environment, thus forcing the intractable parent to learn to deal (by means of Village resources) with their destructive needs or be shut out of the lives of their children. (NOTE: costs will not be a factor in the new social order as proposed by the economic model presented in Application 1.
However, the concept outlined here is intended to be a modest beginning toward the more ambitious goal. In this approach, divorcing or out of wedlock parents will be limited to those who bring "good faith" to the mediation table, regardless that they may have real, complex and serious issues with each other. They are the target public to which the prototype Children's Village will be constructed because it must begin within the constraints of contemporary predatory capitalism.

The initial attraction to
interested parents will be
what they can see as a material and emotional benefits apart from what
they can save economically. This will be the physical
structure of
a modern, contemporary style, beautifully landscaped well
appointed
complex of buildings and structures devoted to the following:
Quads, which are separate, size adjusted, private quarters with larger space for the "active" parent with multiple children, and modest private space for the "absent" parent. The parents will share time in alternatively occupying these quarters on a mutually agreed upon schedule. The quads are placed atop the spacious "public" area. The roof of each quad is covered by solar panels. Spaces between the quads, (the roof of the public area below) are attractively landscaped, the earth cover serves as insulation for the public section (main floor.) There is an underground parking facility beneath the main floor (public section.)

Incorporated Professional Services:
1. Professional maintenance and services: for care of private residences, community living spaces, equipment, restaurant and dietetically trained chef for institutional dining options, professional leaders for recreational and health facilities, educational spaces, meeting rooms and public spaces for staff and volunteers to serve community outreach programs.2. Professionally managed day care: A nursery will be provided for children older than six months, a Montessori program will be provided for day long care of pre-schools children 2.5 years and older, and after schools day care will be provided for children of public school age.
3. Integrated retirement and nursing home: During Phase II of the evolution of Children's Village, the need for older persons to find utility in their lives can be provided by making modest use of their skills in service to the community's children and programs. This is a resource that can be available after age 65. As the elderly participants become progressively debilitated by age and infirmity, a full scale nursing home environment can be provided for them until death, during which process the continuing presence of the love and affection of the community they served during their "retirement" can be theirs.
4. Village support services to the larger community: Including office space (assisted by Village volunteers) and office and meeting shelter for the "Ethical Culture" and selected Spiritual movements, in exchange for "personal growth" training, "relationship building" and "ethical action" services to the Village and larger community.
5. Professional staff and administration: For overall Village Management; Selected services such as child care; Facility engineering; Conflict management and community development; Legal Services- Staff mediators and attorneys who provide free custody contracting and children's rights outreach
6. Commuter services to the larger working community: For those who wish to further reduce their cost of living, the Village will purchase, in proportion to those who turn in their vehicles, a combination of passenger and recreational vans, four wheel drive, pickup trucks and small economical passenger cars for the collective use of the Village. AM/PM runs will be made to metro or other source of public transportation, or possibly through the major office complexes serving a significant number of Village participants.
Social Structure of

Governance-
An appointed
(based on qualifications and interest) Board of Trustees will direct
the
Corporation called "Children's Village," and will make all the
decisions
affecting the Village until a stable community is formed. At
that
time there will be a transfer of operational decision making to an
internally
elected Board of Operating Directors made up of 80% resident
participants
in the Village. The initial Developers (when appointed as
Members
of the Board of Trustees, are charged with Governance of all Children's
Village sites.) Such appointees will hold a seat on the Board and can
retain
up to 20% of the voting potential of the Board.
The Board of Operating Directors will:

The paid staff will be the

for these services. "Volunteering" is central to developing a
viable
"social contract" The social contract is essential for
community
building and "volunteering," and will be expected and
required by
the village with the means chosen by the resident. Although
operating
costs to Village participants will be reduced because of these services
(during initial implementation,) the principal justification is in the
need to nourish the "Soul" of the community that is created as a
by-product
of such activities. The "Deposit" costs to parents (See
Financing)
can be reduced to the extent they complete the finishing of their units
as they wish (beginning as early as installation of drywall,) and to
the
extent others are willing to assist. Parents may volunteer
for activities
for which they have special or unique qualifications.
Children will
volunteer to conduct simple maintenance of the facility (e.g. litter
control)
and thus develop pride of involvement and membership and be recognized
for their contributions.
Role of
Parents-
In addition to carrying out the
volunteer activities
the Village requires, parents are expected to offer at least minimal
participation
in governance and personal growth activities by a formulas to be
established
and agreed to as part of the selection process. In addition
to parenting
their own children, they will be encouraged to serve as surrogate
parents
to the other children when they are encountered in the Village setting
and programs. This will be especially true when
they have a
specialized interest area of value to children from other parents,
e.g.,
sports, chess, biology watching, etc.
Role of Professional Staff-
Although provision of the expertise for which they are hired and paid is their core responsibility, as residents, they will also be expected to relate to the village programs and coordinate the volunteer staff associated with their area services.

These will be an extension of
the selection process by
which parents and children enter into the Village process. There will
eventually
be a variety of program's offered, eventually directed by the Board of
Operating Directors in response to Village needs. A few
programs
will be mandate participation by all parents and/or children during the
first months of a participants entry into the Village. The

ongoing programs (not in order of importance) will be:
(1) Welcoming and "Rites of Passage" ceremonies;Other programs can include personal growth, consciousness raising on important social issues, skill training, politics and so on.
(2) Rules of participation in governance and operation of the Village;
(3) Interpersonal communication skill development in negotiation and conflict management skills;
(4) Basic parenting skills; and
(5) Geriatric and childhood management

Major Problem Areas Affecting the "Social Contract"-
Marriage or re-marriage of a parent- Managing the problems associated with a marriage of a parent to another person, especially an "outsider" with an external family household, will be a major challenge in successfully implementing the concept of a Children's Village. The process will begin as early as the original selection process as one of the major agreements that must be anticipated. The alternatives that can be considered, and which must be understood and declared by the parents as to preference, and the rules for deciding should the time come, include:
The entry of any new person, adult or child, will require special interaction techniques to be brought to bear to incorporate them into the village.The children which brought the parents to the Village may not be removed from the Village as part of the solution (i.e., for "visiting" in the new parents environment so as not to disrupt the children's regular participation in Village and community programs.
Bringing in the new partner to participate during "active" parent status (when there are no other children)
Bringing in the entire new family during "active parent" status in which there are pre- school children of the new partner
Permanently bringing in the new family with or without the non-involved other parent, but not without the approval of that parent
The newly bonding parent simply lives his/her "absent parent" status with the new relationship in the foreign family environment.
Both parents and children leave the Village (either upon mutual accord, or as the last resort which will be required when other options fail and there is parent conflict which becomes destructive to the children and community)
NOTE: Resolution of this situation for Village parents will be most difficult at first, but the difficulty will progressively decrease as more Villages are established and special programs encouraged to nurture partner contact with the participants of other Villages.Out-of wedlock pregnancy of a Village resident- Whether a mother or father, the situation requires the duty of both parents to remain responsible for the child at and from birth. The condition will require essentially the same options as re-marriage. A special difficulty will arise if one parent rejects marriage or involvement with the unborn child. The Spiritual dynamics of the Tribal aspects of the community ought help mitigate the negative out fall from such a circumstances. However, the absent parent who wishes entry must likewise pass through the selection process to become qualified.
Visitor's Quarters-
Ample motel type space will be
provided to accommodate
overnight guests of the village residents, staff being trained from
other
developing Villages, and special guests doing business with the
Village.
Because the prototype Village will serve as the administrative center
and
a training environment for all subsequent Children's Village expansion,
these initial villages must have guest facilities and guest office
space
that are greater in number and spaciousness than will be required at
subsequent
Village facilities.
Administrative Space and
Training and Staff Development-
The initial installation will
have special features for
expanding the Village concept and for training and development in order
to staff the growing number of Villages once the processes directing
the
prototype have "shaken down". The training will prepare
professional
staff to implement the programs of other Villages as they are completed.
Initial Selection
Process for Residents
Ads will be placed which promote
the opportunities offered
by Children's Village, and which summarize its major
features. Interested
parents will be asked to apply. Applicants will be provided
with
a detailed brochure that provides the financial incentives, and a brief
description of the intended social structure. In addition to
the
estimated financial and social advantages, a brief summary of duties
and
obligations of participants in the Village will also be
provided.
Any parent (usually one will be more interested than the other,) will
apply
for an interview. Interviews will only be made with both
parents
at the same time.
The selection process will first identify those persons who are either in the process of separation with custody issues not settled, or who have reached some kind of settlement which they find is not satisfactory to one or both parents. Parents who are able to agree to the point where they are willing to attend the joint interview together will be exposed to the following sequence.
Step 1: Parents get the following message in clear and uncertain terms. The first duty of parents is to nurture their children with their time and attention, not just the payment of financial support. If they buy into this premise, regardless of the issues that may divide them, they are eligible to continue.Step 2: Clarification of financial structure and intended social structure and dynamics. Parents are deemed fiscally able to participate.
Step 3: If there is basic interest in the project at this point, regardless of the issues that divide the parents, they will be offered the opportunity to mediate their differences for a token fee.
Step 4: Parents will be required to enter into a temporary custody agreement pending further satisfactory participation in the selection process.
Step 5: Candidate parents will agree to jointly afford and participate in an extended weekend retreat (Thursday noon through Sunday 5:00 p.m.) which will be a structured group experience held in the Village (suburban or rural conference center for the prototype.)During the prototype, trial runs of Step 5 of this process will be undertaken prior to land purchase or construction as part of the validation process for the concept in order to protect investors.The candidates will be exposed to the kind of structured experiences that will be characteristic of the Children's Village dynamics. In this experience, they will deal with the reality of their relationship in the context of their children's needs. The group leaders, Children's Village professional mediation staff, will guide the group process. A key quality required of the candidates in this experience will be the ability to give and receive feedback during their interaction with others. Candidates who fail to meet this criteria will be given the opportunity to develop their skills, or will be disqualified.
NOTE: The nature of this experience will be such that those who have been "going along" in bad faith (i.e. solely to obtain economic or other benefits) will most likely refuse to continue. The "good faith" parent who is enthused about the process for their children may be permitted to continue provided they can get the cooperation of the Court in assigning them the authority to enroll themselves and their children in the program absent to the non cooperative parent.Step 6: Candidates who have passed this trial experiences will then be required to participate, with their children, in a week long entry experience with others of their entry "cohort" during the week prior to their entry to the Village. This will involve a welcoming by Village residents who have agreed to work with the newcomers as sponsors.

* Under current economic rules and practice, the deposit can be funded by a low interest loan by the Village and is the equivalent to a mortgage. The source of the "loan" will in effect be the "stock" or venture capital that creates the Village facilities and special start-up expenses. Higher or lower deposits can be required based upon desirability of location in the complex, which allows the wealthy to subsidize the lower income participants who still benefit from their presence and equal access to the important social dimensions of the community.Funds paid by participants in the Village will used to: (1) Service debt; (2) Pay professional staff; (2) Pay operating and maintenance costs; and (3) Subsidize the building of other Villages.# This is equivalent to the growth in value of a traditional mortgage. The management of all organizations, from first line supervisor to Chief Executive officers would be achieved by nomination only with those in the under echelons having more nominating power than the upper echelons. All organizations would fit into a master regulating system that detected the needs and trends in the society and provisions would be made for rewarding innovations by all organizational participants for incentives and creativity. Current modes of competition would be replaced by empowering organizations based on their quality of their performance and creativity so as to permit the to serve the need for which they had earned the privilege. Unusual creative and productive individuals in technical areas would gravitate toward think tanks that could work across the narrow interests of particular organizations. Provisions for workers to advance their Spiritual Consciousness would be built into much of the normal processes of all organizations and enterprises.

must become referees. The current highly exploitive adversarial

There would
be no occupation permitted by which a person could earn their
livelihood
by exploiting the needs and rights of others in any adversarial or

context. Lawyers would be legal technicians paid by
the state
to analyze and interpret the law with respect to the issues related to
the needs
held by disputants. The major force for conflict management
would be mediators and mediation panels that would function in
accordance

During the interim period during which there is transition to a Tribal culture in which "divorce" and custody would become minor legal concerns, the mediation process would be the only route to parental separation when there are children present. Study the flow chart [left figure] that captures the nature of this proposed process for healing custody disputes. That format is also applicable to healing other expressions of conflict. In the case where positions had hardened and the lawyer technocrats could not identify an applicable ruling to resolve the issue, then the handful of remaining judges would be called upon to interpret and rule on the ambiguity, and their decision would be final. A "Supreme Parent Dispute Court" would exist to constantly examine and revise the small body of surviving law solely to insure its relevance to the evolving needs of the society. Development of the specifics of the law would reside with the nominated body of governors. The law would be contrived solely to optimize all social and organizational systems upon which the population depended for survival, emotional stability, and intellectual and Spiritual growth.
